Nearly three years after fleeing New York state to allegedly escape police, a Cayuga County man has been sentenced to prison for having sex with an underage girl. Joseph Kowal, of 5555 West Lake Road, Fleming, was 26 years old when he was accused in 2013 of raping a 16-year-old.
